Agree 100%. And, with all of these rules and caveats, AA wonders why it has catering problems. Just provision all flights the same with snacks and drinks, and if there has to be an exception because of lack of space, do it on an equipment basis rather than by distance (e.g., ERJ 145 is never loaded with BOB or premium drinks).
