The current theory is that they are taking the info in the online database and moving it over to the paper database. Note they aren't actually writing the applications out on paper, it's just that the data is stored in separate databases.
Thank you. I just got a notification that they are sending my passport by UPS Next Day Air! So, it looks like I may actually be able to travel tomorrow!
