I stayed at that Quality Inn once in 2009.

It was a mini dump with lots of warts but only 6K points and in those days Choice Points expired so I "endured" one night.
They did have free van transfers to Universal and used it both Day 1 and Day 2 of the stay which mitigated the hotel's "loveliness."

I drove by there a month ago and I believe it is still "challenged" in quality terms.

Given that, perhaps the hotel may have had to be re-flagged from Quality due to Rosen's (the owner) "upkeep" of the property fell below Choice's standards.
Not that they left Choice on their own accord. Pure guess.
