Citi Custom Cash does this. The risk is managed by capping the 5X spend at $500 per cycle, which is the same as $1,500 per quarter.
Yep, I meant it in the style of Citi Custom Cash or BofA Customized Cash Rewards or Venmo - some pre-determined categories and a cap - the hope is just like with the 5% cards that most people would balance out the 5% categories with 1% purchases and/or interest. Funny enough the old Freedom from 2007/2008 did something like that - 3%/3x back on the top 3 (of 15) categories, 1%/1x back on everything else. It was only more recently that they basically copied Discover's rotating quarters instead.
