Could one purposefully try to book a longer layover in EWR or does United have specific rules around this to encourage you to book two one ways? If it is permitted, can one do it via the call centre?
Well, yes and no. You can certainly book a ticket the way you've suggested. The call center can do it, or you can do it yourself using multi-city search. However, the prices are likely to be much higher than they would be with the shorter layover, and it's possible that it would be cheaper to buy two separate tickets. So if your question was actually "can I do this and keep the price the same," the answer is no.
