Never had a similar problem with any other airline or, in fact, anywhere else at all.

Why, apparently, only BA?
Why repeatedly (judging by my experience and the many experiences posted in various thread here)?
Why, apparently, only when purchasing upgrades (but not, for example, when buying new tickets)?
