Has anyone noticed this getting a lot harder this year?

I have had around a dozen award tickets taxes/fees ranging from $5.60 to $22.40 and only one of them triggered the credit. Last year it was almost 100%

I also changed a flight with an additional fare collection of roughly $35 and it coded as airfare with the flight details in the description, so no free credit there either.
