It finally fixed last night for me. Was able to transfer points. Nothing changed on my end, maybe one of my cases was escalated high enough to get it fixed or something.
Actually, it seems that your account was not yet 30 days old when you first made your attempts, which is a requirement, and you finally passed the threshold.
