Precovid, I've accessed various priority pass lounges upon arrival at SIN (no onward flight) before going thru immigration/bags. Back then, some PP lounges had the disclaimer (require departure pass from that airport) but those SIN PP lounges didn't have those disclaimers.
Have not tried post covid
