30-35 days are still far away, CX may release more award availability 1-2 weeks prior to departure. The 10-15 seats that you see empty is probably from the seat map, but it may not be the true picture because some of these seats may be holding up in case its PEY is oversold or sold by codeshare partners which can't make seat selection. It is better if you can mention which particular flight and date are you looking at.
