Since Knoxville is domestic, regardless of if they tagged it, you would need to pickup, bring through customs and recheck. ITI only works for transfers between international flights operated by same carrier.
For your issue, was over 6 hour connection? If over 6 but under 12, system defaults to short check. However between 6 and 12 you can decide to have agent through check. Of course as noted by you, competence is required.
