The tag should say ITI automatically if qualifies. Only thing agent needs to do is add the purple ITI tag, which all international stations should have. (Even if they dont have the purple tag, as long as bag tag says ITI on it, it will transfer, the purple tag just makes easier for staff to identify)
I was flying to Knoxville Tennessee, they claimed they could only ticket the luggage to Atlanta so in Atlanta I walked over to the Delta counter and handed the luggage back to them and said it is supposed to go to Knoxville. The agent just rolled her eyes and put on the new tag. I just laughed.
They were only about 20 of us affected by this charming incompetence
