If you search for a US departing flight on the SQ site, it shows prices in USD. If you display flights originating in SIN, you see prices in SGD. I believe that if you use your card to purchase a USD priced fare, you are fine. If you purchase from a display in SGD, a US card would be subject to a transaction fee. I believe this also applied to RT fares.
