As a tourist you will probably not fully feel the pain. Munich certainly has the highest rents in Germany and several people commute by train from far away (more than 1 and up to 2 hours) to get to work in Munich. Compared to Berlin, all of Munich is expensive. Cities like Frankfurt or Cologne are probably in between.
