Ex-US tickets are priced in USD. The foreign transaction fee will depend on the card issuer of your card, if the home currency of your card is not USD. It sounds like your Chase card is US-based, so I don’t see why you would be charged a FTF in the first place, seeing as you would be paying in your home currency.
