Not sure about Singapore, but most sites use the currency of the original departure city. So if you book US-Singapore, currency is USD. If you start the trip in Singapore, then Singapore dollars are used and if your card charges a fee, it would apply.

As for child, no harm in creating a FF account for them and accruing over time. Some airlines allow transfers between accounts or family accounts.
