For at least some countries, there is a work-around that allows you to pay the local price. You make the reservation on-line, hold it, and then call the local reservations number for the country you'll be flying in to make payment. I recently did this for a domestic flight in South Africa on BA (Comair). The website wouldn't take my credit card, but the telephone agent in SA was happy to. The tickets posted priced (very nicely) in rand.
(I don't think you can buy tickets for international flights this way, and I don't think they'll mail paper tickets out of the country. But for domestic e-tickets it seems to work fine.)
