Actually I think I probably did pay the full price for the room, I didn’t look into it too closely- I think what they meant was there was potential extra hassle with a cancellation of a 2 person room and then rebooking at 1 person with the single occupancy supplement was basically the same price but the hotel might have charged a cancellation/rebook fee or something.

But BAH are completely different from BA in their abilities and willingness to make changes. I agree with you that similar attempts with a BA booking would very likely result in a denial of any kind of refund/ waived change unless the ticket is expressly flexible.
