The second ticket does not have to be operated by Delta. I've had my bags through checked on a DL flight to a MU ticket, where the MU ticket was MU coded and operated.The only thing I don't have experience with is the I-I as mine have always been D-I.
The poster is talking about ITI where don't need to collect bag and walk through customs, and recheck it. This only works at certain US airports, and only if BOTH flight are 1)international (no US domestic segments) and 2)operated by the same airline (basically means only US carriers)
It can be across separate tickets. I just did this on a weird FCO-ATL-GRU-BOS. I had planned to be in GRU earlier, but work was canceled. However changing ticket to fly FCO-ATL-BOS was more expensive than keeping my FCO-ATL-GRU and GRU-BOS tickets. All but GRU-BOS was DL, GRU-BOS was LATAM. DL agents added the LA GRU-BOS (after a WTH moment) and tagged for ITI at ATL. Bags transferred fine in both ATL and GRU and showed up with me at BOS. Never had to touch bag during trip.
