Checking a wheelchair as a piece of luggage

I'd like to bring an electric wheelchair (with a lithium battery) to a family member. The weight and dimensions are under the allowed limit for standard checked in luggage. Air Canada has information about transporting one's own mobility device, but I haven't found anything regarding a mobility device for a third person. Does anyone know if I may run into issues (especially regarding the battery), and if there is any special paperwork to complete if checking the wheelchair as an additional piece of luggage?
