D-I is a completely different scenario than the I-I. Even if your bag is tagged to the final destination, you must then pick it up in ATL (or MSP, DTW, JFK... whatever airport happens to be the first point of entry in the USA) and re-check it. The exception is the ITI transfer described above, for which a violet-color sticker is attached to the bag tag. The sticker says "Do not reunite the bag with the passenger in the USA" or something similar.
