Note that PUJ-ATL is an international flight arriving in the USA, so the bag will have to be picked up in Atlanta. The exception is when the passenger is in transit to another international flight operated by DL, then it's possible to ask for the ITI bag transfer during check-in, and a violet sticker is then attached both to the bag and to the boarding pass. It would work for, for example PUJ-ATL-CDG-BER or PUJ-ATL-AMS-OSL, but only if the flight departing ATL is DL operated.
