The vast majority of people exchanging old notes will be British residents, not tourists, and so it makes sense for the post office to offer the service in locations suitable to them. Having offices in airports doing no other business and paying airport rent would be bonkers, especially as they make no profit from exchanging notes.
Even though tourists are not the main focus for removing these obsolete notes, why not pay a commission to licensed foreign exchanges at the airport to do the swap. Unless the concerns of security and money laundering are exagerated, so there is no need to rush.
The post offices in GLA and EDI are the main branch in the central part of town.
