The strike provision of Trip Interruption seems straightforward:
An organized strike affecting public transportation which causes
You or Your Traveling Companion to a) miss at least 20% of the
scheduled duration of the Trip; or b) miss the departure of a prepaid
cruise, or tour (booked through a Tour Operator) that You are
scheduled to take
As I read it, there is not any compensation if you decide not to go to France because you think it will be inconvenient to get around.
The Trip Cancellation and Trip Interruption benefit does not apply to
any loss caused by or resulting from, directly or indirectly:...
Your disinclination to travel...
In other words, if you
cannot get there due to a strike you are covered, but not if you simply choose not to go.
