I called the JAL customer service line from Canada. The agent put me on hold, then came back with her answer. It did not sound right, so I could have done a HUCA, but decided to post on the Alaska forum to get advice from the experts here.
Agents have training issues. One JAL agent in HK contact centre claimed pre-orders for Mori Izo cannot be made. I HUACAed and another agent processed my pre-order.
