The odds of flow control at SFO in October is very low. September/October is lowest risk period of the entire year. The concern isn't visibility related delays at SFO, it's the general risk of a delay for a variety of other potential causes. Delays have certainly been a problem with WN recently.
Let me repeat, I'm not talking about predictable GDPs that are implemented after the 0515 PT telcon. I'm talking about when IMC is not predicted but appears later in the morning. Ground Stops are suddenly announced, and these hurt a lot more, especially short hauls hence WN.
