It's intelligence led these days so they won't normally be present unless they know there is someone of interest. The 2 desks are actually for Police Scoland under the Terrorism Act, hence the Schedule 7 poster stuck on the front. HMRC or Border Force tend to hang around the carousels or by the exit.
