OP did say Amex forwarded him correspondence with JAL that approved day after JL6 (not clear what class) but STPC in HND denied. JAL did not elaborate why. It is open to OP to ask JAL, but I do side with him on this in that he shouldn’t have to ask this.
Yeah, I do kind of agree that it is not the most logical decline, but strictly by the rules it is to be declined. I don't know the exact content of the communication, so I don't know how JAL worded it. But I would expect a competent travel agent to understand the details why, and explain that to their customer rather than just say "computer says no".
IF I had to make a guess I would think JAL wrote it in a way that would make sense to TA staff, and if AMEX just handed that over to OP unfiltered and unexplained, I can understand why the answer was not to satisfaction.
