Not the clearest construction, but my read is it's refundable with a 125 USD fee.
That reads like the travel agency refundable for a cancel fee override text that is only put in on nonrefundable fares issued by TA. Is this fare actually coming up on united.com or the app?

edit: thats exactly what it is. See US point of Origin Tickets (Refund with Cancel Fee) on Jetstream.

edit2: yeah I can’t get that fare through any direct United channels even when I choose a flight that would qualify (G/P availability, etc). United.commis putting it into KAA2AFFN (non refundable) or KAA2AFFM (refundable) depending if i search for fully refundable fares or not.

If OP got that fare basis from a United channel I would chalk it up to a momentary glitch in displaying a travel agency “refundable” fare that is actually a nonrefundable fare.

edit3: to clarify i can get GAA5AFFN (and M) on united.com when doing a 30 day advanced purchase, just not with the travel agency penalty override text.
