i think this would be like what they used to do at RTM - allocated a certain monetary amount that you can spend if you are eligible.
From the Schiphol website, I noticed that this place is temporarily closed - if this is true and is already in effective used as a lounge - could indicate that it's only open for eligible pax and no public.
