What is the route? That doesn't look like a Canada FC fare as they all look to have E in second to last character of fare basis code for FC fares (United domestic US FC fares have an F, like above). I suspect you are quoting different fare rules from some other flight. United domestic non-refundable fares will have an N (like above) or S as last character of fare basis, while refundable fares will have an M or Z as last character in fare basis code and the text "CANCELLATIONS PERMITTED." in the Penalties section of the fare rules. They won't actually say REFUNDABLE anywhere in text. This is not unique to UA, all the majors use the "CANCELLATIONS PERMITTED." language to indicate refundable fares.
ITA Matrix has better formatting of fare rules and you can usually specify the route and fare basis code to look them on there.
