QR in DOH create the loading instructions for all flights, that are then issued to ground handlers on the ramp and therefore the baggage bins are loaded in certain positions closest to the cargo door such that premium is first to be offloaded and then transported to outside of the carousel and unloaded.
well sure, that's the theory: but my experience of six flights into or out of Doha in the last couple of weeks suggests theory is no longer percolating into practice.

Maybe the airline has taken its eye off the ball and needs to monitor more closely the implementation of the procedures you outline.

Or maybe I was plain unlucky. but six out of six run of bad luck tests credibility .

having to wait an extra 10 minutes or so for a bag is a trivial hardship, except after being given the promise of priority delivery, each minute of the wait ticks up the anxiety about mishandled,, misdirected bags.
