I watch some video clip on youtube and the Japanese meal for first class passenger looks very delicious and I just wonder if business passenger is allowed to order Japanese meal for the flight HND-SFO.

You can actually pre-order the Japanese menu online, via JL website. I’ve had mixed experiences in terms of JL menu choices. Sometimes they say me and my SO can only have one Japanese and one Western, because everyone wants Japanese. Sometimes they say I can even have both if I want. If you definitely want to take the Japanese menu, I’d strongly suggest pre-ordering to just be safe.
