Once the 11pm curfew is missed the pax are sent into hotel or accomodated in the transit area. Since the aircraft needs to be catered again and receives a fresh crew, the cumulative effect is a delay of at least 12 hours. It would not make sense to send everyone home/hotel and then have them come come back 4 hours later.
