No, you're misunderstanding.
If you want to use Avios, you would transfer 33,000 UR points to BA and then pay $257 in cash (perhaps charged to your Chase card), in order to avoid spending 60,552 UR points. By doing so, you would avoid spending an additional 27,552 Avios just to save $257.
I don't know if you can redeem your UR points for a statement credit (and what value you would get by doing so), but getting less than one cent in value for your each of your UR points is generally considered a bad deal.
But this discussion is moot, unless and until you can confirm that the AA/AS flight you want is, in fact, available with Avios.
