The transit visa is unrelated to this anyway. Everyone is eligible. It used to restrict Eritreans and Somalis, but even that is fine for the last few years..
Thank you yet again Sir/Mam, you are an invaluable source to information on this quirky, yet exciting airline. I travel to Addis once or twice a year myself, so I suck up all your info.

Maybe norwegians aren't eligible for visa on arrival anymore. My last trip took off late Jan, and visas were checked on gate before boarding pass (special stand). A roaming agent was having arguments with people who did not have visas or transit PNRs. There was shouting, including "There is no visa on arrival in Addis". This agent was wearing dark green and clearly not of local phenotype, nor fluent in norwegian (so presumably someone working in ET).
