Anyone with an 8-24hr layover will get the STPC package (visa, hotel, meals, transfers) regardless of whether it is first available or sold by ET.
You will receive vouchers at the airport at checkin. Nothing before.

I don't know why there is this rumour that Ethiopia has stopped issuing tourist Visa on Arrival - it is most definitely still available for eligible nationalities (as of this morning).
The transit visa is unrelated to this anyway. Everyone is eligible. It used to restrict Eritreans and Somalis, but even that is fine for the last few years.
3) In case there is no transit visa and hotel for them - will ET check baggage all the way from start to end?
Not applicable as they will receive the STPC vouchers at their point of checkin. But yes, if they choose not to go outside, of course their bags will be checked through.
