PCs are available to all (if they apply, they apply). It is only CDPs that have requirements.

If the PC isn't applicable you'll see a message similar to "The Promotion Coupon youve selected - {0} is not available for this rental either because that location isnt participating or some requirement for the offer hasnt been met." when you enter it on Hertz' website
