My understanding is no, under OW riles you'd need to be departing on a OW operated/marketed flight. BA rules are slightly more generous, but it technically says arriving on an international flight, so not a domestic one. You can of course try and be lucky.
You definitely won't be able to access the Cathay lounge, but have heard good things about the clubhouse refurb.
