You can call at any time, but there's no guarantee you'll get an offer--or a better offer--at any particular time. I happened to call before my CSR af posted and got offered a $150 credit. I passed on that offer and then took a post-af $250 credit offer. I'd chalk the fortunate outcome up to luck and not skill.
CSR offers, if given, tend to be in the form of a statement credit in 1-2 billing periods after the offer is accepted.
