The one and only time I had to go to the Washington ticket office (which is actually in Virgina) to book what for Turkish would be a complicated award ticket (really - it was one way very simple one), I've spent about 3 hours in that office. They really did not want visitors there. And that was pre-pandemic.
I have no experience with the ticketing office at the airport itself, but it seems it is part of the check-in counter. But just be warned that it seems to be open around the departure times to IST and that check-in experience is an absolute a zoo. I doubt they would have the time needed to address your issues.
