I'm surprised that even the airlines don't have a clue. The airport website gives conflicting information. So if bag are checkedin and tagged to the final destination, how would the passenger know whether or not they have to collect bags and go through customs and place them again on a connectiom belt.
You absolutely NEED to pick up your bags at your first point of entry to Canada and go through immigration and customs first. Then you will place your bags on the luggage belt when leaving the arrivals hall and go upstairs through security again. This is a normal procedure, no way to go around it, even with a carry on only.
