I'll be returning to DEL a couple of times soon. One time will be an international to international transfer of 7 hours, from JL to CX.

Qs:

• CX staff may not be on duty that many hours before a flight. But is it more likely the transfer desk will be staffed, at 6 pm on a Tuesday? In which case, I might want to stay airside and possibly check into the HIX as a guest?
• Any recommendations for obtaining rupees at a decent rate, preferably from my US checking account at an ATM where the fee is reimbursed by my bank? The staffed bank I saw charged a commission of some 7%, while the ATM I tried wouldn't perform the transaction.
