Booked the new Hotel Montera Madrid, which had been advertised as opening in January, 2023, for late April. Got an e-mail yesterday from the hotel's rooms division manager notifying me that I need to cancel my booking due to delays in opening. At least you got an email. I never was notified that the Hampton Dublin wouldn't be open in time for my stay. The only way I found out was that it had stopped taking reservations during the time I was planning on staying there. Attempts to contact the management never were successful. I gave up and booked the Hilton. Sure enough, when I was there in June 2022, it was not open yet.
It's always a risk that a new construction won't open so I would say that an email shows that communications might have actually improved. Since you got the email only yesterday, maybe it will take a couple of days to adjust the web site? Since you know it won't be open (thanks to an email) why would you try to keep booking it?
