Perhaps not. I had a BAH complex booking that had to be rebooked as a result of schedule changes with AA and BA were able to book me onto an AA codeshare on JetBlue on the LAX-JFK return leg, so it seems the CAN in certain circumstances (but, as with most things, policy may have changed or it may depend on the agent you get when you call).
