I read "We can’t admit you if you’ve
just landed, unless you have a layover or connecting flight..." to mean that I am eligible to be admitted
immediately after landing if I qualify for the exception due to a connection.
What you are saying is that Amex is not enforcing any changes in the rule for layovers, but that does not mean how the rule is written has not changed. The wording has clearly changed on the Amex website.
