If American Express had changed this policy it would have been announced in advance and explicitly stated with an effective date. The clumsy editing of the text is not a rule change..
I was simply responding to the ealier question about the language change. The wording has changed since 2019 and how I interpret the rule has changed as well. Whether it was intentional or not is a separate question, just as whether there's been any changes in practice.
