Yes - it says in the statement you have to close by the payment due date for the statement on which it was billed (IIRC).
When I last cancelled, the passes disappeared shortly after from my digital wallet. (I think they had just been deposited when the annual fee was billed).
I would use them with no concerns whether or not you can get your fee back - I don't think theyll charge you if you use and then get fee back.
