Travel insurance is more likely to get you cash refunded than Vueling.
Your travel insurance premium will also probably be higher than spending $31 today and adding extras later when you are sure of travel...
You can also book Optima fares as an IB codeshare. Sometimes those are cheaper and/or more flexible than booking Optima directly from VY.
