Something is missing in that story. Did the person that had the application revoked have residency and had forgotten it? That's the only thing I can think of that would cause the eTA to be revoked as revocation is a manual approval process once initially issued, and if *that* was the case then there would be zero issue travelling. Anything else - the story as given just doesn't seem right.
